In order to reinforce the Human Resources team in Basel we are currently recruiting for an
Quality Assurance and Safety Manager

The Quality Assurance and Safety Manager (QASM) is responsible for the management of the Companies, Jet Aviation (Hong Kong) Limited (JAHK) quality assurance system and safety management in the position of the representative of the Accountable Manager. The QASM must meet the requirements to be accepted by all vested National Aviation Authority (NAA) approvals as a Quality Assurance post holder.

Description/Tasks:

  • Ensure the genesis and development of quality assurance system and safety management
  • Monitor the quality and safety system, including the associated feedback system
  • Assess the quality assurance and safety system for its adequacy and efficiency
  • Ensure  keeping the Accountable Manager, as well as the board of directors, properly informed on quality and compliance matters by supplying them with information about the quality assurance system’s efficiency, and specifically, with internal audit reports
  • Provide support for all staff in regard to quality & safety management
  • Ensure timely notification of all vested NAA approvals and other affected competent authorities about faults and malfunctions, affecting the airworthiness of aircraft, occurrences, incidents and accidents
  • Monitor all subcontracted maintenance in accordance with the contracts. Supervision of the conformity of the subcontractor’s quality assurance & safety systems, or, if not installed, ultimately the quality & safety of the subcontractor’s production and maintenance services according to the company’s requirements
  • Assess the adequacy of remedial actions that divergences of the Company’s maintenance policies, procedures and practices from the accepted standards are identified as soon as possible
  • Ensure that corrective actions are issued after quality deficiencies have been found and guaranteeing their timely accomplishment under the supervision of the Accountable Manager
  • Ensure  that the corrective actions have re-established the full compliance with the standard required by the Maintenance Organization Exposition (MOE), FAA Repair Station Manual (RSM), FAA Quality Control Manual (QCM) and FAA Training Program Manual (TPM)
  • Ensure that HKAR 145 is in place and maintained, needs to be specified
  • Ensure that JAHK meets or exceeds the minimum requirements for ASC status
  • Report the completion of corrective actions and re-establishment of full compliance to external auditors after they have raised findings
  • Monitor of the continued compliance with the requirements of all vested National Aviation Authority (NAA) approvals
  • Support the Accountable Manager in establishing a sufficient data base generated from the quality assurance process (i.e. periodical data evaluation based on audits, inspection and list of pending items) as input for the management evaluations
  • In association with the Accountable Manager, chair the Safety Review Board (Safety Committee Meetings), and establish and agree Safety Management System KPI’s and annual performance targets
  • Manage the internal occurrence, hazard and safety reporting system, and associated investigation process
  • Edit and submit for approval the organizational documentation, such as the MOE, RSM, QCM, TPM, SMS and ERP
  • Ensure the drafting and upkeep of company quality system procedures and forms; establishing and maintaining the maintenance personnel’s training and qualification records
  • Issue authorizations to B1 and B2 support staff, and C certifying staff
  • Instruct personnel on quality assurance matters during continuation training
  • Ensure organization and provision of education, training and certification of the technical and maintenance staff, including organization of the required initial training, continuation training and assessment process Further and specific authorities and responsibilities of the Quality Assurance and Safety Manager in relation to the quality assurance system are defined in the company’s Maintenance Organization Exposition MOE Part 3 and FAA QCM
  • Any ad hoc tasks assigned by the Company

Qualification/Experience:

  • Supervisory experience and a quality background focused on daily operational issues as well as certification and personnel licensing
  • Holder of valid ICAO recognised license in base maintenance level environment is required
  • Able to draft and structure best practice procedures and work processes
  • Attend Auditor and Risk Assessment Training
  • Good command in both spoken and written English and Chinese
  • Excellent interpersonal and communication skills
  • Be capable of making sound technical/regulatory judgments and fully comprehend aviation audit procedures and techniques
  • Diploma or above in engineering, quality assurance or relevant disciplines, or
  • Equivalent level of education via the Part-66 licensing path, and the holder of multiple aircraft type endorsement
