Job Description

As a Regional Manager Cargo Operations, you would be responsible for the smooth cargo operations at his/her region through close coordination with GHA's and staff within the stations in the region. You will continuously monitor and develop adherence to regulations outlined by local authorities and regulatory bodies and ensure strict compliance to IATA regulations for the effective movement of inbound and outbound cargo, whilst reducing the operations costs involved. You will ensure that the rules and regulations of Qatar Cargo are closely followed at all stations in his region in regards to Security, Safety, Compliance, Operations, Performance and Quality and will need to make sure that the best interests of Qatar Cargo Operations are maintained at every station in the region.

 

Key Accountabilities:

  • Regional responsibility for all Safety, Security, operational and performance matters in the region.
  • Managing a team of QR staff across the Region on freighter and operational activities to control performance, quality and supplier capability.
  • Manager cargo operational performance of all SGHA through effective SLA management at all stations. 
  • For startup, to evaluate GHAs and ensure full compliance with Safety, Security and regulatory matters.
  • On a continuous basis to implement new strategies in coordination with Cargo HDQ in the vision of taking the service levels to a better standard.
  • Constantly monitor the cargo handling in the region and suggest to the cargo HDQ best practices to be implemented within the region to achieve operational excellence.
  • Be in contact with cargo HDQ for smooth coordination of cargo ops in the region.
  • Maintain the freighter on time performance and ensure no delays occur due to ground operations throughout the delegated region.
  • Initiate, implement steps to improve the quality of service and operational standard of QR Cargo.
  • Implement, establish and monitor standard operating procedures (SOP) and service level agreements (SLA) with the GHAs in the region to ensure smooth cargo operations in the region.
  • Streamlining policies with GHA staff in order to follow procedures in the absence of cargo staff at the respective stations.
  • Ensure full Emergency Response Procedures compliance with QR regulations and local airport and national requirements, including review of airport emergency plans, ensure competency and scenario based testing of staff and suppliers.
  • Ensure full Incident Response Procedures compliance with QR Regulations, setting of "what if" scenarios and review.
  • To audit stations as per agreed schedule, including GHA and internal staff reviews, identification of common findings and implementing standard practices across the region.
  • Set and implement competency based approach for staff in the region, in alignment with Cargo HDQ requirements - including competency based results.
  • Establish and maintain a risk assessment based approach to operational management of the station and region as a whole. Ensure constant assessment of the risk and continued mitigation to improvement, approach, methodology, assessment and delivery to be aligned with cargo HDQ standards and procedures.
  • Maintain a generic overview of stations including all GHA capability in each station of responsibility, new facilities, technologies, specialized product facilities and services. Compile and maintain a centralized overview of all current and potential new stations in your region.
  • Establish SOPs and SLAs and review them on a regular basis in order to ensure service offered by GHAs are as per QR expectations
  • Ensure discrepancies and non-conformances are minimized in order to reduce claims and penalties at the respective station, to increase customer satisfaction and reduce carrier liability. Ensure all operational staff and GHA staff in the region are aware of the procedures and regulations in order to minimize any penalties, claims etc.
  • Liaise with local Government/Customs Authorities for obtaining permission to comply with regulatory issues related to cargo operations.
  • Ensure that the operations staff / GHA employees of each station in the region have followed mandatory training requirements and possesses valid licenses to handle cargo at respective stations.
  • Ensure control measures for all costs including consumables, ULDs, trucking and all other support functions.
  • Initiate and manage all the risk issues for the network with continual evaluation, contingency, mitigation, formulation and structural escalation for critical risk items.
  • Manage and promote the Necessary Handling Practice (NHP) program and identify stations.
  • Build C2K consistency into Necessary Handling Practice (NHP) criteria.
  • Provide trend analysis of all major components of responsibilities including SLAs, KPIs, customer impacts areas, cost management measures and controls, revenue generations and protection areas.
  • Ensure all trucking related operational interfaces are working correctly, documented and included in SOPs at required station.
  • To evaluate and risk assess new trucking partners, ensure their security, operational capability, customer service, messaging capability, liability and all other related trucking factors are measured correctly and reviewed on an agreed schedule basis.
  • Must be fully educated on the requirements and regulations of Security and Safety and have the ability to pass this knowledge onto the staff in the region.
  • Ensure compliance with all industry, legislative, regional and local regulations.
  • Ensure regular and consistent reporting of all performance related issues at station and regional level.
  • Ensure adherence with the operational budgets including assessment of cost management, ratio efficiencies, use of supplies and control measures.
  • Ensure continuous renegotiation / reduction of handling costs.
  • Maintain full management and responsibility of regional supplier contracts.
  • Ensure consistent verification processes for all operational / handling related costs and invoices before submission to HQ.
  • Perform all other department duties related to the position as directed by Head of Dept

Qualifications

To be eligible for this role, you must have a Bachelor’s Degree or equivalent, with minimum of 8 years of job related experience, and preferably of which 4 years are in Regional Cargo Operations with GHA and SLA Management experience.

 You should have the ability to delegate work, set clear directions and manage work flow, have strong mentoring and coaching skills. You should be a computer literate with high proficiency in MS Office. It is preferred if you have sound project management and presentation skills.
