Job Description

We are searching for a/an experienced manager with extensive knowlegde in cargo operations, and a proven track record of managing regulatory investigations to join us as Section Manager, Ground Services! You will be part of the Ground Department team and will be the key personel responsible for the Investigation, Regulatory, Compliance & Cargo aspects of Ground Services. You will work closely with appointed vendors as well as civil aviation authorities to drive safety and quality standards within Ground as well as to maintain smooth cargo operations.

This role is responsible for the Investigation, Regulatory, Compliance & Cargo aspects of Ground Services. It includes but not limited to the leading of investigations, investigation reports management, regulatory (local & overseas) management, compliance matters, audits, cargo coordination and project management including IOSA and Cargo Procedures Manual revamp project.

Responsibilities

Investigations of Safety (RSM/Non-RSM) Incidents 

  • Take lead in conducting investigation of incidents (CAAS RSM & Non-RSM) 
  • Gather investigation findings for internal reporting (Scoot iSMS) and regulatory reporting 
  • Coordinate with Ground Ops to establish effective corrective actions to address the root cause
  • Provide investigation report with detailed root cause analysis, corrective actions and preventive actions to CAAS.

Regulatory Audits/Inspections by Local & Foreign Authorities

  • Take lead and manage CAAS Mid-term review, AOC audit and regular inspections (ramp, DG training) for Ground department.
  • Take lead and manage audits/inspections by foreign authorities.
  • Liaise with relevant stakeholders to establish non-compliance root cause and determine corrective actions and preventive actions to address the non-compliance.
  • Liaise with SSSQ (Quality) to close the investigation with the respective authorities.

Hazard Registry and Risk Assessment

  • Identify potential safety hazards through safety reports, incident reports, audits and voluntary reporting
  • Assess the hazard to establish likelihood of the hazard becoming a risk.
  • Establish and evaluate effectiveness of mitigating controls to mitigate the risk.
  • Explore effective recovery controls to prevent potential consequences (if necessary)
  • Liaise with SSQE (Safety) to update the registry.

Support Cargo/Dangerous Goods Training Program Development

  • Identify training requirements and training gaps.
  • Work with Training Team to develop training contents and program for Cargo/Dangerous Goods training.
  • Liaise with CAAS on the approval process for dangerous goods training.
  • Submit updated program for CAAS approval.

Ground Services (Investigation, Regulatory, Compliance & Cargo) Project Management

  • Leads and coordinates with vendors on project and implementation timeline. Manage and drive Ground Services initiatives for ongoing and upcoming projects (if any).
  • Manage relationships with vendors and stakeholders
  • Optimize and improve process and the overall approach where necessary.
  • Seek regulatory approval as necessary.
  • Provide ongoing system support/maintenance after implementation.

Requirements

  • Minimum 10 years of Ground Handling experience with at least 5 years managing Cargo Operations
  • Experience managing people / vendor
  • Recognised diploma in relevant field
  • Experience in audits, investigation, procedures
  • Experience managing regulatory authorities
  • Fluent written, spoken and reading capability in English
  • Good inter-personal skills and pleasant disposition
  • Ability to work with people at all levels
  • Enthusiastic personality with keen eye for details
