This new position in New Delhi will lead a new PM Core team, and will work with Executives, Senior Managers and leaders in the BIDPL organization. Position will have the opportunity to collaborate and work with staff working out of IAF and IN bases, but the primary work location 80%+ will be in New Delhi.

A successful candidate will be proficient in Microsoft Project Professional, but able to learn other scheduling tools such as Open Plan Professional, Primavera, Milestones Professional rapidly if not already proficient. A working knowledge of Project Online, Project Server, PWA is desirable but not required. You will bring an understanding of capacity planning, resource loading that will lead the creation of detailed plans as well as summary plans through reading and understanding technical specifications , advising technical staff on constraints and challenges you have discovered yourself after working closely with supply chain, suppliers, vendors and other internal & external stakeholders. Manages employees and first-level managers performing business management activities in the area of Program Management. Develops and executes integrated departmental plans, policies and procedures and provides input on departmental business and technical strategies, goals, objectives. Acquires resources for department activities, provides technical management of suppliers and leads process improvements. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports. Provides oversight and approval of technical approaches, products and processes. Establishes Program Management Best Practices (PMBP) program goals and establishes a PMBP improvement plan. Manages, develops and motivates employees and first-level managers.

Manager is required to learn & implement best PM practices as detailed below leveraging Program/Enterprise.

  • Generic PM Functions - Program governance, Contract & Program Integration, Scope & Requirements Management, continuous improvement plan
  • Integrated Planning & Scheduling - Program planning, scheduling (IMS), resource planning, WBS. Helps develop the Integrated Master Plan, schedule and supports change incorporation plans related to integrated scheduling products
  • Works with customers to develop performance recovery plans and incorporates recovery plans where appropriate
  • Baseline Management - Integrated program baseline (cost, schedule, technical, org, assumptions…) change management, change implementation
  • Cost & Affordability Management - Align work scope, tasks and resources within financial commitments that define the cost baseline and affordability targets with support from Finance focal
  • Risk, Issue, & Opportunity Management - Document and implement RIO management process including key suppliers and customer(s)
  • Program Reviews, Reporting - Program metrics, Operating rhythm, PMBP Audits, Execution performance assessment. Identifies, analyzes and reports performance variances to management
  • Performs studies/analysis and planning efforts, within and/or across programs/projects, organizations or business units to determine impacts, constraints, and plans involving product development, production rates, production development activities, process improvement, or program initiatives
  • Overall help stand-up the PM capability to successfully run the contracts taken by local entity, in this case BIDPL.
  • Provides training and mentoring to the PM team

Basic Required Qualifications:

  • Demonstrates knowledge of Program Management Best Practices (PMBP)
  • Demonstrates knowledge of portfolio management scheduling tools (e.g. Project Server/Project Web Application)
  • A Bachelor Degree in Engineering with minimum 12 +experience in Aerospace/Aviation sectors or an equivalent combination of education and experience (e.g. Master's with 11+ years' related work experience. )

Technical Competencies

  • Earned Value Management - Knowledge of the Earned Value Management System (EVMS) and its application.
  • Organizational Development - Knowledge of organizational development dynamics/principles (e.g., mitigate resistance to change, whole systems thinking and design, organization design and effectiveness).
  • Risk/Issues/Opportunity Mgmt - Knowledge and understanding of the methodology and processes associated with risk management (including Technology Readiness Assessments), opportunity management, and issues management. Ability to: identify and/or solicit potential risks, opportunities and issues across multiple disciplines; understand design constraints (technical, cost & schedule) sufficiently to validate/guide other groups' risk mitigation plans, opportunity realization plans, and issue resolution plans; help select/recommend the best plan for mitigating risks, realizing opportunities, and resolving issues; and establish appropriate performance tracking metrics to track risks, opportunities, and issues burndown over time. Ability to effectively utilize risk / opportunity/ issues management tools (e.g., iso-risk charts/plots and waterfall) to support program/project execution.
  • Schedule Management - Knowledge of schedule management principles and practices.
  • Systems Thinking - Ability to understand the big picture and the inter-relationships of all positions and activities in the system, including the impact of changes in one area on another area. This includes the ability to see and understand the inter-relationships between components of systems and plans, anticipate future events, and apply the principles of systems thinking to accelerate performance.

 Demonstrates knowledge of Program Management Best Practices (PMBP)

 Demonstrates knowledge of portfolio management scheduling tools (e.g. Project Server/Project Web Application)

Desired Qualifications:

  • Demonstrates knowledge of data visualization (e.g. Excel, Tableau, PowerBI, SSRS) and Agile/SAFe project management
  • Demonstrates knowledge of Agile workflow planning tools (e.g. JIRA, Azure DevOps)
