Job Description

The HRBP (Workforce Planning & Optimisation) directly contributes to the mission and objectives of Scoot through the effective planning, control and optimisation of its workforce. The HRBP will develop workforce forecasts for various timeframes (short to long-term hiring plans, scheduling forecasts and tactical monthly guidance) that will help equip the required and optimal workforce capacity to match and enable Scoot to meet its goals.

Job Description

Workforce Planning

  • Support the WP Lead in the annual budgeting exercise by partnering with the HRBPs to ensure compliance to the budgeting process by the Business Units (BU) prior to submission for approval to the Manpower Committee
  • Support ad-hoc workforce headcount requests by partnering with the HRBPs to ensure compliance by the BU prior to submission for approval to the Manpower Committee
  • To monitor hiring-to-budget and hiring-in-timeframe against the approved Workforce Budget to ensure an optimal workforce to deliver its business objective
  • Track and account for internal workforce movements to ensure Company's workforce overall budget is complied with

Workforce Optimisation

  • Drive adoption of workforce strategies and solutions to optimise Scoot’s workforce to meet its required business objectives
  • Continually improve and iterate Workforce Projection models to enhance precision and accuracy of mid and long-term projected vs actualised outcomes at all levels through reporting and analysis of deviations
  • Administer and maintain short, medium and long-term manpower forecasts, with ongoing tactical guidance on a weekly and/or monthly cadence to the stakeholders
  • Collaborate with other critical stakeholders including Network Planning and Rostering teams to ensure a coherent strategy on achieving the mission of an optimal and effective workforce

Data Reporting & Analytics

  • Research and provide updates and advisories of key labour data and market trends to stakeholders, and monitor changing labour landscape to identify potential data required for policy formulation and decision making
  • Prepare and distribute reports (scheduled and ad-hoc) which includes analysis on people and workforce-related metrics to stakeholders
  • Collaborate with People Analytics team to create meaningful workforce-related metrics dashboards based on stakeholders' persona 
  • Mine insights from various data points in Scoot to facilitate meaningful analysis and generate insights for effective workforce planning
  • Analyse trends and provide input on improving metrics including forecast vs actual variances and hire-to-budget fill rates

Projects

  • Partake in internal HR projects not exclusive to Workforce Planning for self-development 
  • Involvement in inter-BU collaboration projects as an SME to contribute to the overall objective of the project
  • Advocate the use of Workforce Strategies and Tools and develop a data-driven culture via the use of data and continuous iterations to achieve optimal outcomes

Requirements:

  • Degree in Actuarial Science (Mathematics, Statistics), Engineering, Computer science or a related quantitative discipline is preferred
  • at least 1 year of experience in Workforce Management, including Workforce Budgeting and developing Workforce Forecasts 
  • At least 1 year of experience in preparing and presenting Workforce and People-related reports for Management
  • Proven experience working with unstructured data to produce meaningful insights and problem-solve business problems
  • Candidates with more years of experience may be considered for the senior role
