Job Description

Security Specialist will be primary responsible for the application of regulatory oversight activities in support of the National Civil Aviation Security Programme (NCASP) of United Arab Emirates (UAE).These activities include, but are not limited to, the performance of audits and inspections of aviation stakeholders within UAE, or related to UAE interests abroad, to ensure compliance with approved security programmes and current aviation security legislation of UAE.

 

KEY ACCOUNTABILITIES

Key Activities


  1. Conducts security audits and surveys for existing and future flydubai destinations airport facilities that require the submission of security programme in order to establish any inherent deficiencies existing that are in need of being addressed in the security programme.
    2. Review of security programme submitted from stakeholders.
    3. Coordinate the initial approval of the submitted security programme establishing the standards for compliance.
    4. Conduct unannounced inspections of security programme holders to establish the status of compliance at the time of the inspection.
    5. Conduct of formal investigations of incidents or reported or observed breaches of the individual security programme holders procedures or approved security programme.
    6. Facilities by providing safeguards against unlawful acts of interference, through practices, procedures, analysis and liaison with Police and Security Forces.
    7. Develop and implement training materials network-wide on operational security standards and procedures (AOSP) in accordance with local and international security legislations ensuring maximum security measures are taken to safeguard passengers, crew, staff and property and ensuring that their safety is not jeopardized by a break down in Security Systems.
    8. Liaison with GCAA, Security Inspectors and with foreign governments for security related items.
    9. Responsible for ensuring airline is in compliance with GCAA and foreign regulations and respond to all violations and investigations.
    10. Establish and maintain contacts both internally and externally to gather information on rules, legislations and policies to safeguard the airline.
    11. Review and update Security Regulations, Directives and Advices as appropriate for dissemination. Initiate special security measures during periods of incidents of increased threats.
    12. Maintain an understanding of all national, international and foreign AVSEC legislation and their amendments/enhancements/changes that may affect flydubai operations in and outside the UAE. 
    13. Assist the Head of Security in carrying out his responsibilities and to carry out any other assignment and mission on his behalf, whenever required.

MINIMUM QUALIFICATIONS / EXPERIENCE/ KNOWLEDGE / SKILLS

Minimum Qualification 


  • Preferable - Aviation auditor qualifications.

Experience 


  • Experienced in implementation and maintenance of global security strategy.
    • Experience in conducting investigations, responding to GCAA or international CAA enforcement actions or letters of investigation.
    • Experience in other security-related fields.
    • International and Domestic experience in air transportation regulations, policy, safety, security, emergency response and risk analysis and prevention, in order to perform critical job accountability.
    • A minimum of 3 years of Aviation Security experience

Knowledge / Skills


  • Preferable - Certification or equivalent approval by the appropriate authority.
    • Skilled report writing and data collection is required to ensure that complex reports are properly and clearly described.
    • Must be system literate and familiar with a range of IT systems.
    • Security specialists should have received training and an understanding of aviation security principles; international, regional and national regulations; and compliance monitoring
    • Knowledge of current and developing technical equipment/facilities, techniques for loss reduction, audit processes and management practices.
    • Extensive background knowledge in analysis of corporate security issues, solution and policies.
    • Knowledge of and experience in aviation security operations; or
    • Knowledge in the following specific areas:
     
    Additional Requirements

  • Travel is required to current destinations and new flydubai destinations.
    • Must be available 24/7.
    • Must gather daily intelligence even on weekends and public holidays.
