About the role

We are recruiting for Materials Planning and Control Manager to be based in Doha, Qatar.

The Materials Planning and Control Manager is responsible for all aspects of Material Planning on assigned aircraft fleet types or supply chain area of planning including requirements supervision of a dedicated Materials Planning team and to optimize inventory to ensure a right balance between stocks and service level. Responsible for planning and provision of materials requirements for the scheduled, non-scheduled and cabin standards maintenance activity for both Line and Base Maintenance requirements including modifications, reconfigurations, surplus identification, ad-hoc maintenance requirements and other special projects in support of the Supply Chain Department.

Specific responsibilities of the role include:

Operational


Project Management of designated projects assigned by the Senior Manager Technical Materials Planning and setting support of team objectives and targets.

For a designated fleet type or supply chain area of planning responsibility, ensure maximum optimization of company assets at all times.

For a dedicated Fleet type or supply chain area of planning responsibility, ensure an adequate stock inventory is available at all times so as to ensure uninterrupted service and completion of scheduled and planned maintenance activity of assigned parts or tools required on aircraft or in workshops.


In conjunction with Supply Chain Purchasing, review and ensure re-order levels for all expendable and consumable spare parts are correctly established by team members on the Trax system.

Carries out periodic reviews of component float levels for Rotable and repairable parts to ensure sufficient inventory is maintained as per the assigned fleet type. If required, generate float increase forms in accordance with TPM 04-02-03 and process for Management approval.


Conducts analysis of various options like buy v/s lease or manage in-house v/s subcontract in the management of assets and provide recommendations to reduce QR’s total cost of ownership.


Works with MRO system and any specialist software to improve the optimizing process and tracking of asset costs. Promote the use of software to recommend float levels to be maintained. In addition, recommend the network locations to maintain stocks to get maximum benefit of the inventory investment.


Provides forecasts of expected inventory holding and assist in the forecast of department budgets.


Conducts review of inventory on a regular basis with key stakeholders in Material planning to ensure that inventory levels and service level objectives are realized.


Manages spares requirement in conjunction with review in-house and in-service component reliability reports and make any necessary recommendations with respect to fleet type support.

Provides feedback to the aircraft manufacturer with respect to Material usage data and repair order activity upon request and in accordance with company policy.

Monitors closely open defects with respect to IFE, Cabin Maintenance, and acceptable deferred defects and ensure the Planning team is prioritizing accordingly.


Consistent evaluation and monitoring of RSPL line items during initial and on-going provisioning, as per assigned team or fleet type, including revisions received from the aircraft manufacturer or vendor.


Production

In conjunction with Engineering, ensure that Engineering Orders are processed for materials requirement by the respective team, provide feedback and progress reports throughout the duration of the embodiment program.

Carries out regular Component Float reviews and ensure Poisson distribution float calculations are provided in support of recommendations presented by team members.

Monitors and ensures a consistent standard is maintained by Team members on the Inventory System Master Parts Data Base. This with respect to all part numbers effective to the Qatar Airways fleet, to include description, vendor code, aircraft effectivity, inter-changeability, ATA chapter, Essentiality Code and other industry standard parameters as indicated on the Trax system.

Based on Fleet type or team responsibility, evaluate team members performance and review status of Trax system generated open re-order level requisitions on a daily basis. Expedite team members and if necessary liaise with the respective Supply chain buyer for ordering or recommending necessary adjustments to max/min and re-order levels.

Ensures Team members Review and take necessary actions for all Not Stocked requisitions in a timely manner.

Supports the repair group with the evaluation of high cost repair orders associated with components removed from the designated fleet type.

Reviews and approve scrap notes, and corresponding float levels to determine if replacement is justified. Review and approve replacement actions submitted by team members via Purchase Requests and distribute to the appropriate buyer to minimize delay with procurement action.

As requested, provide assistance to the AOG desk team and other team members to clear AOG demands by determining if required AOG parts are available on next higher or lower assemblies as available in stock.

Investigates and identifies alternate and/or interchangeable part numbers based on airframe/engine manufacturers approved technical documentation so as to ensure the correctness of data and to avoid duplication of inventory. Approve and check all inter-changeability transactions as raised by team members.

Follows up with the relevant Supply Chain team member from Purchasing/AOG Desk/Repair Order group and obtain up to date status of the spares required to clear deferred defects on a daily basis. Once the parts required for defects arrive in stores, ensure information is passed to Stores in order to clear the parts on a priority basis. Keep MOCC informed with regards parts receipt progress so that defect rectification can be planned.


Coordinates with Engineering Services, Engineering Planning, Aircraft Maintenance, MOCC Defect Control section and associated Workshops to resolve queries related to aircraft parts.

Reviews and ensure all Materials requisitions are cross checked as per inspection of findings for assigned fleet and aircraft undergoing C checks at base and other maintenance organizations to ensure scheduled release.

Produces reports in support of Materials Planning activity and check progress as requested by the Senior Technical Materials Planning Manager.

Reviews inventory on a regular basis and determine slow or non-moving parts, obsolete parts, and surplus materials that can be offered on sale, loan or exchange to other airlines or companies.

Supervises all Material Planning activities associated with Engineering Orders, Engineering Special work cards and component modification advice and cabin surveys.

Monitors and supervise hard time component forecasts and ensure team members have parts available for scheduled component removals.

Supervises the contents of material pick lists and ensure team members raise pick lists in due time for respective aircraft inputs.

Reviews inventory on a regular basis and determine slow or non-moving parts, obsolete parts, and surplus Tools and Cabin Spare that can be offered on sale, loan or exchange to other airlines or MROs

Ensures logistics solutions are provided promptly and economically with respect to critical or AOG spares/ tools requirements.

About you

The successful candidate will have the following skills and qualifications:

Relevant College or University qualification to min Bachelor's level or equivalent in Engineering.

Materials Management Qualification

Attended Materials training courses from an aircraft manufacturer or OEM in the past five years.

Minimum 7 years Technical Materials Planning Experience in aviation.

Experience in management of Rotables in a reputed Airline Strong Project Management Background.

Leadership experience with Engineering and Maintenance including Supply Chain and Finance.

Previous experience as Supervisor of Aircraft interior spares or MRO Materials Planning.

Ability to understand Technical Publications and data related to aircraft such as RSPL, ATA chapters, Vendor Manuals, IPC, CMM, CMA, ESWC, SB and OEM/Suppliers

Contracts related to Purchasing and Supply.

Ability to manage and lead and facilitate process/systems design meetings in order to extract key business and technical procedure and process criteria.

Familiar with all aspects of aircraft tools and interior spares and heavy maintenance support.

Good analytical skills on materials specifications, products and industry requirements to comply with Engineering and Maintenance requests in support of the operation.

Excellent composure and results driven with ability to undertake projects and complete them within the provided deadline.

Broad Knowledge of Airline MRO industry and best practice. Knowledge of MRO systems and process integration.

Good understanding on Inventory principles and their financial impact.

Good understanding of financial measures like NPV, IRR.

Managerial skills – ability to delegate work, set clear direction and manage workflow, strong mentoring and coaching skills. Ability to train and develop subordinates skills.
