This role supports NEOM in achieving air services operational excellence and securing AOC by defining and activating key resources / enablers, designing airline policies, developing an implementation roadmap and supporting the obtainment of necessary licenses and certifications.

Key Accountabilities & Activities:

Operations Deployment tasks:

• Oversee and develop the Air Services and AOC deployment strategy and implementation roadmap in accordance with airline and airport teams to ensure timely delivery of key milestones
• Initiate overall process to secure AOC by defining and activating required resources / enablers to secure AOC (accountable manager and other nominated persons – post holders, manuals, systems, etc.)
• Define airline operating requirements to achieve operational excellence
• Develop airline policies that ensure compliance with all laws, rules, and regulations governing flight operations and maintenance activities
• Obtain preliminary licenses and certifications in accordance with local and international regulatory authorities
• Build and maintain relationships with key airline operating partners involved in securing AOC
• Oversee technical and ground operations efforts of operators based on the engineering knowledge, operational requirement, regulations and operational standards
• Oversee and ensure aircraft operations are conducted in a safe and economical manner satisfying all related regulatory and manufacturer requirements
• Ensure alignment of cross workstream interdependencies (security needs / intermodal solutions) with other NEOM workstreams
• Provide expertise on international regulations (IATA, ICAO, etc.) to other impacted workstreams

Administrative tasks:

• Reviews and evaluate performances of staff and conduct performance appraisals
• Review and approve administrative-related tasks for the department
• Provide leadership and guidance on organisational reporting and monitoring

Background, Skills & Qualifications:

• 7+ years’ experience, with a minimum of 3 years within Aviation Industry.
• Extensive background and strong understanding of airline operations
• Familiarity with AOC requirements and international airline operations regulations (ICAO, FAA, etc.)
• Proven experience working under ICAO regulations
• Ability to comprehend, analyze, and provide solutions for complex business issues with multiple stakeholder requirements
• Teamwork, cooperation, ability to take direction and develop others.
• Reliable, focused, with demonstrated ability to meet goals and deadlines
• Concise communication and presentation skills, verbal and written
• Excels under pressure; ability to work both independently and cooperatively in a fast-paced environment
• Global background with GCC / KSA experience a p

Qualifications

• Bachelor’s degree in engineering, business, operations, or technology related field
• Project Management certification (i.e. Project Management Professional (PMP), IPMA/GPM, PRINCE II) is a plus
• Strong working knowledge of Microsoft Office, especially MS Project, Visio, Excel, Power Point, SharePoint.
• Strong familiarity with project management software tools (especially SAP), methodologies, and best practices
• Industry specialized training a plus
