Job Description

Job Purpose

"Chief Instructor is responsible for the supervision of all the training requirements of the Customers’ Air Navigation Service staff related to the responsibilities of the Customer Contract".
 
To provide the planning and identify the necessary infrastructure to provide a world-standard on-site Training Facility.
 
To manage the planning and day-to-day operational management of the ATS Training Facility and function in conjunction with the General Manager and Head of Training to ensure all training-related requirements across the company and contracts are delivered in accordance with the applicable State regulatory requirements, contractual terms and organizational KPIs."
 

Duties, Responsibilities and Accountabilities

• Work with the regulatory bodies and customers to identify the ATS / ATM training requirements 
• Liaise with the relevant teams to evaluate individuals against the criteria defined by the regulators 
• Evaluate and analyze skill, knowledge and competence deficiencies in order to develop an appropriate competency-based training programme  
• Design the competence-based training programs to address gaps identified ensuring alignment to the regulatory requirements and international best practice
• Establish a robust training infrastructure by identifying the acquisition/upgrade / replacement requirements of training equipment, systems and tools to ensure the effective delivery of competency-based training and assessment
• Support the course development function to ensure the competence-based training program meets the training objectives 
• Oversee the training delivery by the ATS Instructors / Pseudo Pilots / English Instructors to ensure the competence-based training program is delivered as approved 
• Establish and implement a robust mechanism to evaluate the effectiveness of training programs and training delivery and make necessary recommendations for continuous improvement 
• Conduct instructors’ assessments to ensure compliance with the applicable regulations 
• Support the strategy development for the training function in line with the overall business strategy to promote business growth across the national and international ANS sector 
• Assist General Manager and Head of Training with managing HR-related matters for the team and day-to-day operational management of the training facility 
• Monitor the Training Academy expenditures to ensure it is in line with the approved budget and in-house resources are utilized efficiently for cost-effectiveness 
• Perform any additional responsibilities that may be assigned from time to time to meet training / operational requirements across the company and contracts
• Safety responsibilities and accountabilities of this position are detailed in the Safety Management Manual of the organization. The Job holder is required to maintain awareness and knowledge in relation to their safety responsibilities associated with their job function
 
Technical Competencies
Educational Qualification:
• Diploma in Air Traffic Services or Air Traffic Management 
 
Professional Certifications:
• ICAO Training Instructor (TIC) 1 and TIC 2 or Train the Trainer Classroom Instruction or similar certificate. 
• To have or have held a Certificate of Competence (License- Aerodrome, Approach Radar, Approach Procedural) in Air Traffic Control (ATC).
• ICAO Training Manager Course
• Competence-based Training Certification 
• ICAO Training Developer Course Certification preferred
• Leadership/management training certificate preferred 
• Any additional training / HR-related certification preferred
 
Experience:
• 15 years of professional experience in Air Traffic Services or Air Traffic Management required. 
• 10 years experience with at least 3 years in a senior post at an internationally recognized State regulatory Approved Training Organization preferred. 
• A minimum teaching experience of 8 years is required.
