Job Description

Job Purpose

To assist Manager ATS in managing the delivery of Air Traffic Services (ATS) in accordance with applicable National and International Aviation regulations, Policies, Procedures and Recommendations and in accordance with company policies, procedures, instructions and contractual terms.

Duties, Responsibilities and Accountabilities

• Assisting Manager ATS in managing the ATS team to ensure air traffic services are delivered in a safe, orderly and expeditious manner in compliance with regulatory requirements stipulated by the appropriate regulators, and with the standards and recommended practices detailed by ICAO.
• Managing the daily operations across the unit to ensure agreed contractual KPI`s and customer expectations are met.
• Liaise with the relevant Shift Supervisors to ensure air traffic services are managed and delivered safely, orderly and efficiently.
• Preparing and distributing of new local operational temporary instructions (TIs) and supplementary instructions (SIs) in a timely manner to ensure ATS personnel are familiar with the new and/or temporary procedures and operating techniques.
• Assisting Manager ATS in ensuring that sufficient staff are available at all times and are deployed in the most efficient manner. Identify and escalate any shortfalls in the manning levels to the Manager ATS in a timely manner.
• Supporting the design and implementation of operational / administrative policies and procedures across the unit.
• Promoting and supporting the implementation of the ANS Safety Management System (SMS) and Quality Management System (QMS) within the unit to ensure that safety and quality remains primary to the delivery of Air Navigation Services.
• Monitoring and reporting of all safety incidents to ensure risks are identified in a prompt manner and assist in putting mitigation plans in place.
• Work in close collaboration with customers and stakeholders in conjunction with the Manager ATS to monitor daily airspace operations and identify areas of improvements.
• Participate in customer & stakeholder meetings to contribute to the development of policies and procedures.
• Maintain document and procedure control to ensure that the QMS is adhered within the unit.
• Contribute to the development and maintenance of a comprehensive contingency plan to ensure all eventualities that may affect the provision of ATS are addressed in full.
• Work with the Shift Supervisor to identify areas of development for the team members and communicate to the Manager ATS to establish suitable individual development plans.
• Work with the Shift Supervisor to identify and report occurrences of non-compliance company policies to the Manager ATS for timely action.
• Assist the Manager ATS in identifying operational and business demands for future unit strategy formulation.
• Safety responsibilities and accountabilities of this position are detailed in the Safety Management Manual of the organization. The Job holder is required to maintain awareness and knowledge in relation to their safety responsibilities associated with their job function."
 
Technical Competencies
Educational Qualification:
• Higher diploma required. Bachelor’s degree in Aviation or equivalent preferred 

Professional Certifications:
• Currently the holder of, or previously held, appropriate regulator Air Traffic Control license or ICAO (or equivalent) recognized Air Traffic Control licenses with Area Control and/or Approach Control rating(s).
• Previous or current OJT Instructor, Local Competency Examiner or ATC Examiner endorsements, or ATS Instructor and/or ATC Supervisor certification.
• ICAO English Language Level 5

Experience:
• 6 years' licensed air traffic control experience at an international airport or area control centre required
• 2 years experience in an air traffic control service supervisory or management role required 

Special Technical Skills:
• Knowledge of the following required: 
• Civil Air Traffic Services functionality. 
• ICAO standards and recommended practices, procedures and their applicability with regard to the provision of air traffic services in a civilian environment 
• ATC procedures and standards maintenance, recruitment and training procedures 
• All deliverables within ATM including SMS and QMS
• CAA CARs and other relevant documentation
• Project management
• OJTI and/or Examiner Course certificate(s)
