Job Description

Job Purpose

To manage and oversee all Air Navigation Engineering services to ensure preventive and corrective maintenance is carried in accordance with best practices and regulatory requirement.

Duties, Responsibilities and Accountabilities

• Oversee the technical works to ensure communication, navigation, surveillance, air traffic management and Meteorology (CNS/ATM/MET) systems are fully maintained

• Monitor CNS systems and CNS staff contractual performance

• Maintain CNS department compliance with reference to local and international regulation

• Monitor the procurement process of spare part to ensure availability for maintenance

• Managed the Operational and Capital budget for effectiveness and efficiency to ensure availability of spares and equipment

• Oversee the Manning levels to support the CNS program

• Manage the lifecycle of CNS Systems.

• Oversee the management of tools and test equipment assigned to ANS

• Collation and production of statistics, reports, data, operational procedures and documentation, and any other operational records pertaining to the management and delivery of the periodically prescribed and requested by the Client

• Overseeing safety of engineering management of operational change requests

• Maintain CNS Engineering SMS with full compliance

Technical Competencies

Educational Qualification:

• Bachelor’s Degree/Higher Diploma in Electronics or equivalent

• ATSEP Qualification

Experience:

• 20 years’ experience in Airport Engineering with a focus on CNS/ATM/MET

• 5 years experience in Engineering Management

Special Technical Skills:

• Project Management such as AMP, PMP etc can be added advantage

• Knowledge of ICAO regulations, standards, recommendations and documentation for ATC/CNS and in particular ICAO Annex 10

• SMS, QMS, and other international standards pertaining to the delivery of Air Navigation Services

• CAA CARs and other relevant documentation

• IT proficiency

• History in a capacity as an Airport Engineering Services Manager or equivalent, fully conversant with ICAO Annex 10 equipment requirements in the Civil Aviation industry and demonstrate knowledge of ATC equipment operational functionality
