Job Description

The FOCMA is responsible for the coordination and oversight of all Compliance Monitoring system activities in the Operations, ATO and FSTD departments. Additionally, has to assist and advise the Director of QCM & HSE in respect to all operational related findings on regulatory, external and internal audits. He is also responsible for compliance with the Regulatory Authority on matters relating to Operations. He shall be suitably trained and qualified in areas of Compliance Monitoring, auditing functions, HFDM management techniques and have adequate general knowledge of GHC Operations to include regulatory requirements, aircraft performance and Company policies.

Key Responsibilities and Accountabilities

Description

Flight Ops Compliance Monitoring Auditor

  • Maintain, in cooperation with the Director of QCM&HSE, a continuing Compliance Monitoring System within the Operations department, which will include monitoring, auditing, inspection and subsequent reporting of Operational functions and procedures to ensure compliance with published regulations and company requirements.
  • Follow annual audit schedule within Operations, ATO and FSTD departments including of outstations, in accordance with requirements of the Compliance Monitoring Programme.
  • Conduct regular Compliance Monitoring Inspections/Audits to verify compliance and level of standard being achieved.
  • Compile audit and inspection reports identify findings or concerns, initiate solutions, recommendations and corrective actions, and ensure follow-up and implementation.
  • Advise the Director of QCM&HSE of required improvements and change within the Compliance Monitoring System as they become apparent.
  • Assist in the conduct of periodic Management Evaluation within Flight Operations, ATO, FSTD and HFDM departments and submit conclusions and recommendations to the Director of QCM&HSE for review and action.
  • Keep abreast of current regulations and Company requirements / policies and advise QCM& HSE / Operations department on regulatory compliance related matters
  • Provide Operations Compliance Monitoring oversight when setting up a new remote operation, including any third-party service providers
  • Ensure compliance inspection of third-party service suppliers in support of flight operations to ensure maintenance of proper standards, in particular
  • HLO services
  • Emergency Services
  • Aircrew Training Services
  • Perform revenue flights to enhance compliance oversight on the Line in the key areas of regulatory compliance and GHC operating procedures
  • Perform any other duty as assigned by Director of QCM&HSE.

Qualifications, Experience & Skills

Qualifications:

  • Must hold a Diploma or University Degree appropriate to the managerial functions of this position.
  • Professional certification, such as, Project Management, Six Sigma, Quality Auditor Course from relevant institutions will be an added advantage
  • Holding a QCAA or ICAO equivalent Helicopter Pilot’s License

Experience:       

  • Minimum of 5 years’ experience on helicopter type(s) operated by GHC. 
  • Holding relevant ratings will be an advantage.
  • Previous experience in Quality or Compliance monitoring department
  • Previous experience as TRI/TRE, and/or Line Training Captain will be an advantage.  

Job-Specific Skills:

  • Must have experience and knowledge on a wide range of aviation disciplines.
  • Must be able to demonstrate proficiency in English language literacy in written, reading and oral forms, to IELTS level 6 or equivalent.
  • Must be able to demonstrate good knowledge of the requirements of QCAA and EASA Flight Operations regulations
  • Must have a high level of computer literacy skills in the use of the internal, word processing, presentation software, spreadsheets and databases using the Microsoft suite of programs.
  • Must be able to demonstrate excellent presentation skills, leadership and management skills.
  • Must have excellent organizational and interpersonal skills
  • Knowledgeable of national and international safety regulations
  • High level of awareness of Organization's operations including projects and initiatives
  • Ability to communicate to various levels within organizations.
