Job Description

Job Purpose

To lead and manage the delivery of Air Traffic Services (ATS) in accordance with applicable National and International Aviation Regulations, Policies, Procedures, and Recommendations and in accordance with company policies, procedures, instructions, and contractual terms. To assist in the development of the long-term strategy for ANS by assessing operational and business demands and ensuring that the unit meets future demands safely and efficiently.
 

Duties, Responsibilities and Accountabilities

• Oversee all aspects of the operations to ensure air traffic services are delivered in accordance with the agreed contractual KPIs, in compliance with regulatory requirements stipulated by CAA, and with the standards and recommended practices detailed by ICAO.
• Assessing operational and business demands to ensure that the operational unit has the capability to meet customer expectations and future demands in a safe and efficient manner.  
• Contributing to the development and implementation of a strategic plan for the development of ATS to meet the business and operational needs of internal and external customers. 
• Led the design and amendment of policies, processes, and procedures to address the short- and medium-term changing requirements to ensure safe and efficient delivery of air traffic services across the area of responsibility.
• Fostering collaborative relationships with all customers and stakeholders, adjacent ANSPs, military aviation and ATC units, general aviation units and commercial airline customers.
• Promoting and supporting the Safety Management System and Quality Management System within ANS to ensure that safety and quality remains primary to the delivery of air traffic services.
• Maintain oversight of the recording, reporting and monitoring of all safety incidents and implementation of corrective and preventive actions ensuring identified risks are managed in a prompt manner and mitigation plans are put in place.
• Ensuring that sufficient operational staff are available at all times and are deployed in the most efficient manner using appropriate rostering methods ensuring the full opportunity to achieve and maintain all competency levels required, and meet the vocational and personal requirements of their relevant positions.
• Oversee the training and development activities for the teams as per regulatory and job specific requirements to ensure they remain equipped with the skills, knowledge, attributes and competencies necessary to perform the job 
• Participate in management, stakeholder and customer meetings as required and foster collaborative stakeholder relationships to support operational activities and promote a positive image of the company.
• Maintain oversight of documentation to ensure it is prepared, stored and disseminated in a timely manner. 
• Ensure that comprehensive contingency planning is in place for all eventualities that may affect the provision of air traffic services.
• Demonstrate the highest level of leadership and dedication to GANS management as a representative of ATS management.
• Identification and reporting of safety hazards and associated risks in accordance with the Safety Management System. Monitor staff performance to fulfill performance requirements.
• Safety responsibilities and accountabilities of this position are detailed in the Safety Management Manual of the organization. The Job holder is required to maintain awareness and knowledge in relation to their safety responsibilities associated with their job function"
 
Technical Competencies
Educational Qualification:
• Higher diploma required. Bachelor’s degree in Aviation or equivalent preferred
Professional Certifications:
• Currently the holder of, or previously held, appropriate regulator Air Traffic Control License or ICAO (or equivalent) recognized Air Traffic Control licenses with Area Control and/or Approach  Control rating(s).
• Previous or current OJT Instructor, Local Competency Examiner or ATC Examiner endorsements, or ATS Instructor and/or ATC Supervisor certification.
• ICAO English Language Level 5

Experience:
• 10 years' licensed air traffic control experience at an international airport or area center required.
• 4 years experience in an air traffic control service supervisory or management role required.
• Previous experience of liaison with a National or International ATS regulator.

Special Technical Skills:
Comprehensive knowledge of the following is required; 
• Civil Air Traffic Services functionality,
• ICAO standards and recommended practices, procedures, and their applicability with regard to the provision of Air Traffic Services in a civilian environment,
• ATC procedures and standards maintenance, recruitment and training procedures,
• All deliverables within ATM including SMS and QMS
• CAA CARs and other relevant documentation,
• Project management,
• OJTI and/or Examiner Course certificate(s),
• Situational Awareness,
• Traffic & Capacity Awareness,
• Separation and Conflict Resolution,
• Communication,
• Coordination,
• Management of non-routine Situations,
