Job Description

Job holder ensures implementation and continuous improvement of departmental safety strategy and strategic objectives that supports Emirates Airport Services (EKAS) short-term and long-term safety goals. The Manager drives Safety Management System and compliance to safety standards and stakeholder requirements. The role supports business leaders to devise and implement safety plans that reduces risk at all Airport Services operational area touch-points at Hub and Outstations.

 Job Outline:

- Develop and maintain a Managament System for the extensive Airport Operation at the Hub (including Transport Services) and Outstations. Develop, implement and maintain an effective document and record management system, to monitor and update regulatory and awareness policies as per certification requirements. Responsible for working alongside Group Safety, Group Learning & Talent, and the respective business units to ensure all regulatory and company requirements are in place and being adhered to.

- In liaison with Group Safety, maintain the Safety Management System requirements in order to support internal and external operations managed by Airport Services (including Transport). Implement and maintain an effective document and record management system as per requirements, including training records and compliance (internal and external). Manage and maintain the reporting and investigation procedures for workplace incidents and accidents resulting in potential or actual loss or damage, , to the Group or to third party assets (personnel, equipment, aircraft, facilities and systems). Conduct detailed investigations on all incidents including major and above in order to identify causation factors, address immediate concerns, propose recommendations and remdial action to avoid further recurrence.

- Establishing a service excellence framework, develop an implementation plan for systematic deployment of actions in liaison with Airport Services units. Analyze the scope, trends and targets of business results and link them with approaches in order to always benchmark with industry best-in class standards. Develop, monitor, and disseminate company safety goal, quality and safety instructions, and/or benchmarks to company employees and subcontractors. Continually review key departmental safety and quality performance indicators internally with business unit line managers and senior management. Chair the various internal Safety Action Groups (SAG) and attend other relevant events such that safety performance is reviewed, action plans have been implemented, and best practices are shared and incorporated in the corporate framework.

  • Develop and implement a framework that manages the department's Hazard Identification and Risk Management system to maintain the department's operational risk register and the readiness in managing all operational risks with varied impacts, such that it endeavours to achieve risk reduction. This will also include advising and guiding line departments to reduce risk and manage operations safely in compliance with legal and orgnisational requirements. . Undertake planned and unplanned reviews to assess and review the department?s business and safety risks. Ensure that risk reports are completed and that their findings are appropriately addressed as necessary for any proactive / reactive corrective measures to be introduced to effectively manage the risk level. Facilitate and lead line departments in assessing safety hazards and risks for Airport operations and activities. Liaise with internal & external operators to ensure safety standards are proactively managed.
  • Develop a comprehensive audit program and process, in order to gauge compliance to legal, regulatory and organizational requirements. Conduct internal and external audits and performance reviews to ensure Quality, Health & Safety policies, systems and procedures are implemented and routinely followed. This includes timely planning, execution, and submissions of audit and non-conformities reports, effective implementation of corrective / preventive actions and on time completions of the audit cycles. Provide support and guidance to line departments on all matters related to external and internal audits.
  • Provide safety subject matter expertise and liaise with key stakeholders, internal and external, to represent EKAS safety interests. Act as focal point of contact in Airport Services for the development and implementation of of safety practices and engagement activities . Oversee safety assurance activities that include but not limited to the development of EKAS personnel with safety practices, investigation of issues raised in safety reports and following up to mitigate and close identified issues as per department KPIs. Oversee the frequent monitoring of departmental recommendation registers and change management activities as outlined in the Emirates SMS manual.
  • Champion initiatives alongisde Group Safety department to ensure that EKAS safety objectives and targets are met and support the Emirates safety culture vision. Communicates safety policies, standards, procedures and practices to Airport Services employees. Develops and coaches safety resources across Airport Services, assisting them to minimise risks in the operations and conduct safety investigations in line with Company requirements.

Qualifications & Experience

  • Airport Operations.Other : 10+ Years
  • Degree or Honours (12+3 or equivalent) :
  • Knowledge/skills: - Degree in aviation/Safety or related field plus a recognised lead auditor qualification (e.g Certified Lead Auditor). - Experience in Aviation, transport or similar ?at risk? industry experience. Preferably in a safety oversight and audit function. - Thorough understanding and practical application of quality management, safety management and risk assessment techniques. - Up-to-date knowledge of the International Civil Aviation Organisation (ICAO) Safety Management Manual, National Aviation SMS Regulations, UAE General Civil Aviation Authority (GCAA) Civil Aviation Regulations (CAR) and other regulatory and / or industry standards. - A background in Engineering, Flight Operations, Ground Operations, or Cabin Operations with an emphasis on Quality and Safety activities would be advantageous.
