Job Description

Ground Services Division is currently recruiting for Manpower Planning Manager.

The role is responsible for supervising, developing and administering periodical manpower planning for Ground Services Division in line with Business Operating Plan and business demand.  In this role you will be responsible for the budget exercise and analysis of historical manpower trends and propose cost efficient manpower budget taking into consideration the operational demands to meet the economic and services level objectives.

Key accountabilities of the role include:

• Manages and develops an efficient and cost effective workforce planning considering historical and future aspects of Ground Services business areas
• Leads the manpower budget exercise for Ground Services Division and explore all possible areas to optimize the resources considering the operational efficiency and set target by the company.
• Analyses and reviews the rostering model, and provides recommendations to management considering HR and local regulations.
• Provides data-driven strategic workforce planning analysis and forecasts for the Doha Hub Operations, Network Station, HIA Lounges, Outstation Lounges, Network Disruption Support, Aircraft standards and any future sections of Ground Services.
• Manages headcount data and work closely with the relevant stakeholders to provide up to date reports to the management team.
• Ensures that the manpower requisitions and staff movements are in accordance with the approved organizational chart and approved budget.
• Maintains, updates and tracks all vacancies across QR Ground Services and provides periodical reports/ dashboard to the Higher Management.
• Works closely with local/HQ Business Finance and HR as well as senior management to ensure timely completion of organizational chart approvals and budget completion.
• Monitors monthly/periodic headcount evolution and cost in line with budget/approvals. Notifies respective Managers if any deviation and escalates to executive Management if necessary.

Qualifications

About you

The successful candidate will have the following skills and qualifications:

• High school qualification/ vocation qualification/ Diploma with 7 years of relevant experience.

OR

• Bachelor’s Degree (or higher) with 6 years of relevant experience.
• With strong understanding and experience in Manpower planning and Analysis.
• Strong budgeting and cost control experience.
• Relevant experience in assisting/ supporting with budget planning and preparation.
• Strong management/ leadership experience within the airline/ aviation industry.
• Good analytical and decision making skills.
• Strong attention to details and quality.
• Ability to write reports, business correspondence and able to effectively communicate with different stakeholders.
• Stakeholder management skills
• Proficient in English communications (written and spoken). Strong facilitation and presentation skills.
• Advanced working knowledge of MS Office Excel.
