Job Description

Job Purpose

"The Regulatory Advisor shall assist the CAA in organizing and conducting audits, inspections and oversight of Air Operators and Air Navigation Services Providers to ensure organizations meet the minimum requirements as per the national CAA and ICAO SARPs.
Assist in the assessment of ICAO's Universal Safety Oversight Audit Programme (USOAP) Report
Support in the Implementation of ICAO Standards and Recommended Practices (SARPs) into State regulations."
 

Duties, Responsibilities, and Accountabilities

"The Regulatory Advisor shall have a strong knowledge of ICAO SARPs and quickly adapts national regulations and ensure organizations implement these effectively. 
Be familiar with and conduct a gap analysis of ICAO's Universal Safety Oversight Audit Programme (USOAP) report against the State's implementation of the critical elements (CEs) of a safety oversight system effectively and consistently."
 
Technical Competencies
"The Regulatory Advisor shall hold or have held an Airline Transport Pilot License (ATPL) or Air Traffic Control Licence with not less than five (5) years experience as a civil aviation inspector or similar in a CAA.
It is desirable that; the Regulatory Advisor be experienced in a multicultural environment, and appreciation of and sensitivity to cultural differences, especially in the region of the Middle East and surrounding countries. 
He shall have intensive experience in safety and quality management systems, human factors and accident/incident investigation and a sound knowledge of auditing."
