Job Description

I - As local Single Maintenance Organization Approval representative, the SMOA Quality Manager, in close relation with central SMOA organization :
Contribute to local effective Process deployment:
To ensure that SU.ES.02.01 is defined, deployed and continuously improved to comply with all applicable external Part 145 International Regulations, AIRBUS Safety Management System Policy, EN9110 standard, business needs and return of experience,
To ensure that Business Process Referential and Performance Indicators are deployed and improved to secure quality, safety, regulation risks and right first time issues for AIRBUS Maintenance Business Operations needs evolutions and organization changes,
To promote and ensure the deployment of quality standards to support risks prevention,
To ensure deployment of Safety Management Principles as local SMS officer,
To validate process documentation for compliance with applicable regulation requirements,
To support justification of compliance of the process to all applicable requirements (Part 145, EN 9110).
Deploy and monitor locally the appropriate surveillance plan including:
Planning and deployment of Part 145 and SMS Internal Audits and planning of other surveillance means (such as process confirmation, spot checks or Go Look See), management of internal audits and when applicable, related findings follow up,
Planning and contribution to Quality & Safety reviews with management and/or operational stakeholders to review the surveillance plan status, including operational issues eradication status, audit findings closure, Quality Indicators trend and to initiate and drive improvement project,
Addressing non compliance using appropriate methods (Practical Problem Solving, etc ..).
Supports initialization and/or continuation of SMOA covering:
Maintenance Organization evolutions and changes (including communication with local MOA population),
Support as local focal point the Maintenance Organization Exposition and Safety Management Systems Manuals and related procedures revisions (MOM manual and supplements; SMS manual),
External International Regulations requirements evolutions (Part 145, SMS),
Certifying Staff qualifications and surveillance, including assessments at a later stage when qualified,
Adaptation locally of SMOA quality governance and deployment in close relation with central SMOA organization.
Supports strong relationship with local authorities & external organizations including:
Contact with authorities and support to organization of external audits,
Support to renewals and exceptional authorization acceptance when requested by AIRBUS Maintenance Operations,
Support to escalation through occurrence report (OCC) when Safety Issue detected.
Supports the SMOA Training Manager including:
Maintaining the SMOA Training program (including regular updates of the training material and evaluation the trainings needs),
Supporting the continuous improvement of the training program and coordinates potential issues (tools, process, etc …),
Supporting the training sessions (Quality/Regulations) and maintaining the records.
II - As local Region Quality Manager, contributes to local effective support to business needs :
To act as quality focal point for customer services in the region.
To ensure continuous improvement mindset development by establishing best practices and promoting the Quality Standards,
To ensure support to EN9100 Standard compliance demonstration,
To support business organizations with the Airbus Operating System deployment,
To support regional initiatives or project where Quality shall be involved,
To develop and maintain proper network locally, with central organizations and with the other regions.
