Certification/Approval, Audit and Continued Oversight

  • Issue relevant certificates/approvals/acceptance (e.g. Certificate of Airworthiness, Certificate of Registration).
  • Ensure that all certification/approvals and audit are managed effectively in line with stipulated guidelines and issue relevant certificates/approvals and/or recommend for certification/approval, as per the Technical Authority Manual.
  • Provide inputs in the development of the annual oversight (audit and surveillance) program to ensure compliance with standards and regulations. Continued improvement towards safety should be considered as much as possible.
  • Ensure timely and up to date data in Q-Pulse (auditing system) to ensure compliance with GCAA’s roles and functions.
  • Ensure that investigations (e.g. ROSI) are carried out to determine the cause of incidents and prevent future occurrences and direct coordination with other disciplines (if necessary).

 

 

Industry networking / forums/ meetings

  • Participate in regular internal and external meetings/forums related to Airworthiness/maintenance to facilitate stakeholder collaboration and to maintain an open channel of communication and discussion with stakeholders.
  • Support in establishing a resolution of safety concerns process, ensuring the organisation response to address the safety concerns with an acceptable preventative measure.
  • Undertake the exchange of information with foreign stakeholders, such as the original equipment manufacturers, foreign regulatory authorities and other international aviation bodies on safety issues affecting the UAE aircraft /operators and aviation industry to share experience and to ensure UAE actions and contribution to the international aviation community.

 

Continuous Improvement

  • Participate in continuous improvement programmes within Airworthiness, as per set guideline and project charter, to enhance existing systems and processes and ensure alignment with GCAA’s objectives and support the GCAA readiness to face the demands of the future aviation system.

Internal Surveillance Program of the Sector

  • Implement corrective actions raised against the department during internal surveillance program to ascertain alignment of Safety Affairs standards in line with international standards and continuous improvement.

 

External Audits Conducted on Safety Affairs

  • Support the administration of all auditing activities by external entities of Safety Affairs including ICAO, and IMS to ensure smooth and productive audit.

Document Management

  • Maintain a comprehensive record of relevant certification, reports, recommendations and general documents to ensure an accurate record and evidence base.

 

Safety Policy / Safety Promotion and Culture

  • Assist in providing input into the identification of Acceptable Levels of Safety Performance (ALOSP) to ensure appropriate and achievable targets are set.
  • Improve and implement safety promotion activities to disseminate and nurture a safety awareness culture in the UAE civil aviation industry and to keep industry players abreast of changes to relevant rules, regulations and other aviation safety developments.
  • Provide advice, guidance and recommendations to the Sector, sharing best practice, trends and the findings of reviews, studies and investigations to prevent future occurrences/ incidents/accidents.

Policies, Systems, Processes and Procedures

  • Assist the management in maintaining on-going liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing safety regulations to foster the safe and orderly growth of UAE civil aviation.
  • Implement Safety Affairs policies, systems, processes, and procedures so that all relevant procedural/legislative requirements are fulfilled while delivering high quality safety services to the UAE civil aviation industry in accordance with customer service standards.

 

Safety, Quality and Environment

  • Ensure compliance with all relevant safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality products/services and a responsible environmental attitude as per IMS available standards.

Reports

  • Contribute towards the preparation of reports (or any other assigned) to ensure accuracy, delivery and compliance with Safety Affairs objectives/commitments.

Change Management

  • Implement the management of change through continuous improvement of functional systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.

Other Tasks / Accountability

  • Perform additional tasks as requested by the management to be able to achieve Safety Affairs objectives/commitments.
