Job Description

Manage and monitor all third-party customers, repair and overhaul and design agencies, providing technical support to Doha main base out station operations and to support Engineering Management by oversight of all aspects of engineering, to ensure efficient, cost effective and safe activities are maintained at all times.

Key Responsibilities and Accountabilities

Description

  • Manage and coordinate for OEM’s requests for repair schemes and with regard to all technical matters.
  • Single point of contact with Design Agencies for co-ordination and provision of technical data in relation to modifications required for Company aircraft i.a.w QCAA certification and regulation requirements.
  • Lead and manage the investigation of aircraft accidents as requested, aircraft incidents and component failures, and to recommend necessary actions to prevent re-occurrence.
  • Oversee the integration and monitoring of computer trend systems
  • P&WC HECTM
  • Exceedance monitoring system and Turbine Tracker
  • Any other monitoring systems that may be introduced
  • Review all Technical Literature issued by aircraft and engine manufacturers, Vendors and Airworthiness Authorities and recommending necessary action to embody improvements, to ensure Flight Safety and continued Airworthiness of Company aircraft.
  • Oversee and ensure that all technical queries are seen to and generated from the company main base of operation and from operations away from base, as applicable, and taking the appropriate action by issuing Alert Messages, and recommending changes to the Approved Maintenance Programme and the Company CAME & MOE, where appropriate.  Issue a Monthly Summary Report to Senior Management of all current, open Alert Messages regarding the situation and relevant results.
  • Oversee and review all Company Incident Reports, Voyage Reports and MOR’s for engineering content and taking the necessary action to prevent a re-occurrence. This function is to be carried out in conjunction with The Quality Assurance and CA Manager, and where appropriate, the manufacturer or repair agencies and any other agencies as applicable.  Issuing a Monthly Summary Report to Senior Management of actions taken and where appropriate, an update of status of components or equipment under investigation.
  • Identify and take necessary action with regard to defects likely to compromise Flight Safety.
  • Review requests for amendments to Company Technical Publications for validity and making recommendations to the Quality Assurance and Safety Department for amendment incorporation, as appropriate.
  • Review the reliability of components in order to reduce or eradicate problems affecting those components, which realize an unacceptably high failure rate, at minimum cost to the company.
  • Liaise with the Logistics Department to devise at minimum cost to the Company, solutions aimed at reducing high DOC items.
  • Analysis of trends for component and consumable consumption in coordination of the Finance Department for Management understanding and information.
  • Optimize component procurement policy by identification of suitable vendors with prices and terms and conditions that are deemed to be in the best interests of the Company.  Assist the Logistics Department on the technical aspect of overhaul and repair of aircraft components and equipment.
  • In liaison with the CA Manager, review and monitor all component including power section and reduction gearbox repair quotations for cost and work scope and identify adverse trends.
  • Manage and maintain an accurate recording and filing system to ensure that any relevant information regarding past and present projects is readily identified for consideration in any new arising.
  • Liaison with third party customers on technical issues as and when required and, in conjunction with the engineering manager and chief engineer, producing quotations for third party work.
  • To carry out any other appropriate duties as detailed by the Continuous Airworthiness Manager.
  • Key Performance Indicators
  • Reliability Improvements - Number of modifications to resolve system / part reliability issues (accepted by OEM/Implemented).
  • AMP improvement - Number of AMP improvements to resolve operation issues based from reliability data.
  • HUMS vs AMP - Number of HUMS data analyses recommendation resulted in AMP improvement.
  • EPAC vs AMP - Number of EPAC data analyses recommendation resulted in AMP improvement.
  • AMP update - Average number of days consumed to complete the AMP update and implementation (excluding number of days taken by the QCAA for approval).
  • MEL Update - Average number of days consumed to complete the MEL update until submitted to OPS dept. for approval.
  • AD/ASB circulation - Average number of days consumed to complete the AD/ASB circulation.
  • Worksheets update - Average number of days consumed to complete worksheets update.
  • Non-mandatory maintenance data circulation - Average number of days consumed to complete the Non-mandatory maintenance data circulation.
  • Non-mandatory maintenance data back log - Percentage of completed data circulation.
  • Timely support on AOG technical inquires - Duration taken to complete AOG technical support inquiry.
  • Timely supporting in technical inquires (other than AOG) - Duration taken to complete technical support inquiry.

Qualifications, Experience & Skills

Qualifications:

  • Licensed A&C or Avionics Engineer (B1, B1.3 or B2) with a minimum of 7 years’ experience, preferred but not necessarily on Company Type(s) and holding the relevant ratings.

      or

  • Academic degree in technical discipline from a university or other higher educational institution, with minimum of 5 years of experience in Continuing Airworthiness environment. 

Experience:       

  • Minimum of 7 years in a Continuous Airworthiness Management role.
  • Fully conversant with QCAA, FAA and EASA regulations.
  • Job-Specific Skills:
  • Experience in maintenance facility audits
  • A good working knowledge and experience of windows-based computer programmes including those used for trend monitoring
  • Working knowledge of warranty and defect reporting
  • Experience of working in a multi-cultural environment and being part of a team
  • Candidate must be acceptable to the Local Aviation Authority
